The collapse of the Intermediate-Range Nuclear Forces Treaty and the U.S. withdrawal from the Open Skies Treaty have led some to suggest that arms control is over. Yet momentum is growing to regulate emerging technologies like artificial intelligence through arms control agreements.


In this policy brief, Andrew W. Reddie, a postdoctoral research fellow at UC Berkeley, explores the continued relevance of arms control in addressing strategic challenges; unpacks the recent extension of the New START agreement; and outlines three sets of emerging challenges.
